Something I just picked up from the provincial cycling association here 
in BC.

Memo For all CCA members:
 
It has been brought to my attention that Air Canada still has our 
agreement on file (as of yesterday morning).  I don't know when they 
plan on removing it from their system, but until then, it is worth 
trying to use the free bike charge.
 
If members still would like to try, they should bring their CCA licence 
when checking in, and tell the ticket agent that the agreement can be 
found in their system under:  "Chapter 70-BAG, Page 5 - Sports". 
 
It doesn't look as though there is any mention (in the file) of the deal 
ending March 31, so until they pull the agreement out altogether, I 
think it is still worth trying.
