Kevin,

You are right. There is no prohibition against riding two abreast (or 
ten abreast for that matter) in the HTA. What is not prohibited is 
permitted. Most motorists and often policeman get this wrong. 

Obviously other factors come into play when a group leader determines 
what formation is appropriate - see Peter James' two abreast decision 
matrix. I am not sure if it (the matrix) has been published in the 
Spokesperson lately. I think it was in April 2001 edition.
