I just make sure to tell these kids to ensure that their straps are out of the way of the front wheels spokes, which is what will show them that they should be wearing a helmet.
Hmmmm, I know lets live in a society where we have rules which we teach our kids that we have to obey all the time. Then lets get in our car and tell the kids that the rules for driving do not matter as it must be a suggested speed on the highways and roadways. Or that the one way directional arrow at the entry way to the school parking lot is only for the other guy. Then we wonder why the helmets come off, the stop signs get blown, the red lights mean go etc. Why not have rules that the police can and will enforce and which we will obey.
