PROJECT MANAGER Capacity Development Moldova, Ukraine & Eastern EU Neighbourhood
The ECF is seeking an experienced project manager to coordinate our Capacity Development initiatives for cultural organisations in Moldova and Ukraine and other activities in the Eastern neighbourhood of the European Union. Through its Capacity Development projects, we help the cultural sector in turbulent and uncertain environments of Europe to become strong, professional, and able to influence cultural policy and cooperate internationally. For upcoming projects in this field (co-funded by the Matra Programme of the Dutch Ministry of Foreign Affairs) we are looking for an experienced full-time project manager who will manage, administrate and further develop these projects in cooperation with local coordination teams in the countries concerned. RESPONSABILITIES Duties and responsibilities include the self-responsible management of a project for arts organisations and local administrations in Moldova in cooperation with a local project team. This includes the preparation of narrative and financial reports to the Dutch Ministry of Foreign Affairs. Further responsibilities concern the management of an ECF pilot project in Ukraine as well as fundraising and content development for this initiative. The project manager will also contribute to the development of future ECF action for the countries of the Eastern EU neighbourhood. REQUIRED COMPETENCES & QUALIFICATIONS Candidates should have a university degree in a relevant field, an affinity with cultural management in Eastern Europe and 3 - 5 years practical experience in managing and administrating projects supported by international funding bodies such as the Matra Programme of the Dutch Ministry of Foreign Affairs or the European Commission. Excellence in English and Russian language is essential - additional language skills in Dutch as well as Ukrainian and/or Moldovan would be a significant advantage. EMPLOYMENT & COMPENSATION The successful candidate will initially be offered a one-year contract for a full-time position within the ECF's Cultural Policy Development team. Salary will be commensurate with experience. Employment with the ECF would commence in January 2008 and/or in consultation with the successful candidate.
