Arts Policy Symposium: International Models for Local Solutions
The Arts Policy Symposium, taking place at the UNA Gallery of the National University of Arts, Bucharest, 1-4 November, 2012, is intended to offer cultural workers in Romania models and perspectives in arts policy and arts management, including arts education, grassroots fundraising and audience development, through a series of presentations conducted by professors, researches, and lecturers from Switzerland. In light of the recent political events in Romania, with the center- left prime minister consolidating power by clamping down on independent government institutions, among them the formerly independently-managed but government-funded agency for the arts, The Romanian Cultural Institute, an analysis of the responsibilities of a democratic government to culture and how these responsibilities are to be implemented, is necessary. Why should government fund contemporary art (not just culture in general) and what are compelling arguments for this? What do we mean by contemporary art and what value does it have for society? What can we realistically expect of governments when it comes to funding contemporary art and what alternative funding can we turn to? And in the context of austerity measures that have hit all European countries, and have resulted in substantial cuts to arts and culture budgets in the zone of 25-30% of previous allocations, what happens to the independent arts community, which is usually the voice of criticism, and does it matter?

During the course of two days of workshops and presentations made by Swiss-based professors and researchers, various issues associated with arts policy in Switzerland and other countries in the West will be discussed, and examples of failures and successes will be offered. Then, during the weekend, an event called The Trade Show will follow. Much like a fair without sales, The Trade Show will function as a platform where initiatives, art organizations, and independent art spaces from Switzerland and Romania can get together, exchange ideas and engage in knowledge transfer, as well as develop future collaborations. Presentations, discussion, and panels will be arranged to analyze the impact of the recent changes in funding policy -- like in Switzerland, Romania, and Chicago -- on the local independent art scenes. Some Swiss platforms that have been invited include: Message Salon/Perla Mode, Zurich, Corner College, Zurich, and a few others. Romanian initiatives include Club Electro Putere, Center for Visual Introspection/P Plus Patru, Center for Contemporary Art Chisinau, MAGMA Sfantul Gheorghe, Vector Iasi, and a few others to be confirmed.
