РУ 7-я международная конференция Музея современного искусства «Гараж»: «Пост-что? Нео-как? Современные конфигурации бывшего советского пространства» 22–23 ноября 2019 Музей современного искусства «Гараж» (ул. Крымский Вал, д. 9, стр. 32, г. Москва) Исследователи, кураторы и художники обсудят наследие советской культурной политики, стратегии интеграции в международный художественный контекст, модели институционального развития и режимы разговора о локальном и глобальном, национальном и постколониальном в пространстве, которое еще недавно было принято называть постсоветским. В 1990 году так называемый парад суверенитетов обозначил распад условно единого советского культурного пространства на множество независимых ситуаций. Накануне 30-летия этого события организаторы Международной конференции Музея «Гараж» предлагают осмыслить результаты заданных в 1990–2000-е траекторий, пригласив участников и свидетелей этих событий из 15 ставших независимыми стран. Вплоть до недавнего времени не только время, но и пространство — территория бывших советских республик (а иногда и стран Варшавского договора) — описывались как постсоветское, однако сегодня ощущается исчерпанность этого понятия, кроме того, появилось новое понимание культурной общности, существующей несмотря на политические конфликты, колониальные обиды и национальные различия — общности, у которой еще нет имени. Этой терминологической неопределенности будет посвящен ряд докладов, авторы которых прояснят понятийные границы и проверят жизнеспособность существующих сегодня определений этого пространства. Участники конференции поделятся опытом культурного строительства на руинах советской системы или на заложенном западными институциями в 1990-е годы фундаменте, рассмотрят проблемы национальной репрезентации и международного сотрудничества, расскажут о практиках DIY и artist-run независимых инициатив, а также о стратегиях развития, связанных с государственной и частной поддержкой. Наряду с историческими кейсами будут обсуждаться проекты и практики последнего десятилетия, агентами которых зачастую выступают люди, рожденные после 1990 года. Во время конференции также запланировано несколько художественных интервенций. В основу программы 7-й международной конференции Музея «Гараж» легло исследование кураторской команды Музея, посвященное культурной ситуации в странах бывшего СССР. Для Музея настоящая конференция является продолжением институционального сотрудничества со странами бывшего СССР, выраженного в том числе в участии в выставке «Астана ЭКСПО-2017», программах Центра современной культуры «Целинный» в Алма-Ате и Центра современного искусства «ХАБ» в Ташкенте, а также в сотрудничестве с отдельными художниками и независимыми кураторами в рамках выставочной, издательской, научной и публичной программ Музея. Владимир Ус: «Отстаивание публичных пространств посредством культурного активизма» - конференция 23 ноября 2019, 16:40–17:00 Западная галерея Музея «Гараж» В контексте политических преобразований, последовавших за развалом Советского Союза, и социально-экономических изменений последних тридцати лет, в условиях которых сформировалась художественная сцена Молдовы и регион в целом, Владимир Ус расскажет о способах, которые используют художники, кураторы, исследователи и культурные работники, действующие от лица Oberliht Association, для того, чтобы вернуть и отстоять публичные городские пространства, а также сделать видимыми и ощутимыми проявления социально-экономического неравенства. В основе выступлении — анализ нескольких художественных проектов, использующих активистские стратегии (художественные интервенции в общественные места в Кишиневе) и осуществленных вне традиционных художественных площадок и (несуществующих) институций современного искусства. Задействуя публичные пространства, создавая вокруг них сообщество и ставя под сомнение текущие процессы формирования городской среды, организаторы проектов подчеркивают необходимость более демократичной и открытой среды для всех жителей города. В конечном счете, результатом такого подхода станет зарождение новых институциональных форматов, основанных на внедрении неформальных художественных инициатив, разработанных в переходный период, и принципов соучастия, благодаря которым эти новые институции станут более открытыми и инклюзивными, смогут служить не только культурным элитам, но доберутся и до районов, где проживает большинство городского населения. Владимир Ус (род. 1980, Кишинев) — художник и куратор, основатель Ассоциации молодых художников Oberliht. Изучал искусство, кураторство, культурный менеджмент и политику в области культуры в Кишиневе, Гренобле и Белграде. Neo-How? Contemporary Configurations of the Former Soviet Space November 22-23, 2019 Garage Museum of Contemporary Art (st. Krymsky Val, 9. Moscow, Russia) Researchers, curators, and artists from across the region will explore the legacy of Soviet cultural policies, strategies for integration into the international context, models of institutional development, and discursive regimes around the local and global and the national and postcolonial across the space that was until recently referred to as “post-Soviet.” In 1990, the so-called “parade of sovereignties”, a series of declarations of sovereignty by constituent parts of the Soviet Union, marked the breakdown of the relatively unified Soviet cultural space into numerous independent entities. In the run-up to the 30th anniversary of the “parade” the organizers of the 7th Garage International Conference have invited participants in those events from the 15 countries that gained independence to review the results of the cultural trajectories set in the 1990s and 2000s. Until recently, both the time following the collapse of the Soviet Union and the space formerly occupied by it (and sometimes even that of the Eastern Bloc countries) were referred to as post-Soviet. Today, this term no longer feels relevant. A new sense of cultural community between the former Soviet republics has emerged despite political conflicts, post-colonial traumas, and national differences. This community has yet to find a name, and the resulting terminological uncertainty will be the subject of several papers, whose authors will examine the limitations of existing terms and discuss alternatives. Conference speakers will also share their experience of cultural institution building on the ruins of the Soviet system or the foundations laid by international institutions in the 1990s; discuss questions of national representation and international cooperation; look into DIY and artist-run initiatives across the former Soviet space; and review cultural development strategies based on state and private support. Alongside historical case studies, participants will discuss projects and practices of the last decade, which were often driven by people born after 1990. The program also includes several art interventions. The program of the 7th Garage International Conference was developed with the aim of contributing to a deeper understanding of recent cultural developments across the region. The conference is the latest in a series of projects bringing together the Museum and cultural institutions in the former Soviet Union, which also includes the Garage pavilion at Astana EXPO-2017, contributions to the program of Tselinny Center of Contemporary Culture in Almaty and Center for Contemporary Art in Tashkent, and collaborations with artists and independent curators organized as part of the Museum’s exhibition, publishing, research, and public programs. “Reclaiming Public Spaces through Cultural Action”, a presentation by Vladimir US [MD] 23 November 2019, 4:40-5 pm West Gallery With reference to the political transformations that followed the dissolution of the Soviet Union, as well as to the social and economic transition of the last three decades that shaped the art scene in Moldova and in the region to a considerable extent, this presentation will stress the way in which artists, curators, researchers, and cultural workers active under the umbrella of Oberliht Association <http://oberliht.org/> engaged in a process of reclaiming the public spaces of the city in order to make social and economic inequalities visible and tangible. On this occasion, we will showcase several art projects bordering with activist strategies (artistic interventions in public spaces in Chisinau), which were implemented outside traditional art spaces and (non-existent) contemporary art institutions. By making use of public spaces, building a community around them, and questioning the processes that shape the city today, the organizers stress the need for a more democratic and open urban environment for everyone. Eventually, following the proposed approach, new institutional formats will emerge, based on and incorporating the informal artistic practices developed during the process of transition and participatory principles that will make these new institutions more open and inclusive. They will serve not only the cultural elites but will also reach out to residential areas where the majority of people live. Vladimir US (b. 1980, Chisinau) is an artist and curator, and a founding member of Oberliht Young Artists Association. He studied art, curating, cultural management, and politics in Chisinau, Grenoble, and Belgrade. Through his recent works and projects, he examines the processes behind the transformation of public spaces in post-Soviet cities and the need for conceptualizing an alternative network of public spaces in Chisinau.
