Культурная политика Молдовы: результаты и вызовы За три десятилетия независимости, культурная политика Молдовы не изменилась. Она остаётся патерналистской (централизованной). Можно выделить три документа которые должны были определить развитие: 1) Программа поддержки культуры 1992 года; 2) Программа развития Культуры 1997 года; 3) Стратегия «Культура 2020». Стратегия стала главным документом развития в период 2014-2020 годы. В период 2019-2020 годы Центр Культурных Политик провёл исследование с целью определить результаты внедрения стратегических мероприятий. При анализе были использованы 21 статистических показателей Национального Бюро Статистики, отчеты Министерства Культуры, социологический опрос 60 экспертов и 8 интервью с работниками культуры. Спикеры Вячеслав Рябчинский (Молдова): Вячеслав Рябчинский (Молдова) – Доктор социологии, Научный сотрудник Института Юридических, Политических и Социологических Исследований. Преподаватель кафедры ”Художественный менеджмент и производство” Академии Музыки, Театра, Изобразительных Искусств Республики Молдова. Директор Центра Культурных Политик. Леван Харатишвили (Грузия) международно известный эксперт в области культурной политики с многолетним опытом руководства многочисленными культурными проектами и создания стратегий для культурной и творческой сферы государственного сектора Грузии. В настоящее время он является основателем и генеральным директором собственного творческого предприятия Creative Strategies Lab. Харатишвили проводил оценки, обзоры культурной политики, проекты и тренинги, выступал с речами и консультировал правительства и культурных деятелей в более чем 15 странах мира. В 2013-2021 годах он работал в Министерстве образования, науки, культуры и спорта Грузии заместителем министра и был ответсвенен за культуру и творческие индустрии, развитие стратегии и международных отношений. С его именем связаны разработка и принятие первого документа стратегии в области культуры – «Стратегии культуры 2025» и планов действий. Он является соавтором первого документа по культурной политике, а также первой Национальной стратегии и дорожной карты творческих индустрий в Грузии. Контекст: Независимый культурный сектор находится под влиянием некоторых структурных проблем, особенно в постсоциалистических странах. Одна из многих задач связана с введением функциональных механизмов финансирования культуры и выработкой общей культурной политики в разных странах, которая позволила бы им переосмыслить актуальные вопросы и обеспечить многообразие голосов представителей различных культурных сфер. The experts and the audience will have the opportunity to discuss the ways and strategies of cooperation between the state authorities, cultural institutions, international organizations and foundations, non-profit and commercial organizations. Cultural policy of Moldova: results and challenges For three decades of independence, the cultural policy of Moldova has not changed. It remains paternalistic (centralized). It is possible to allocate three documents that should define the development: 1) The program of support of culture of 1992; 2) The program of development of culture of 1997; 3) Strategy “Culture 2020”. The Strategy became the main development document for the period 2014-2020. During the period 2019-2020, the Center for Cultural Policies conducted a study to determine the results of the implementation of strategic measures. 21 statistical indicators of the National Bureau of Statistics, reports of the Ministry of Culture, a sociological survey of 60 experts and 8 interviews with cultural workers were used in the analysis. Speakers Veaceslav Reabcinschi (Moldova) – Doctor of Sociology, Researcher at the Institute of Legal, Political and Sociological Studies. Lecturer of the Department “Art Management and Production” of the Academy of Music, Theater and Fine Arts of the Republic of Moldova. Director of the Center for Cultural Policies. Levan Kharatishvili (Georgia) is the internationally renowned expert in cultural policy with long-term experience of leading numerous cultural projects and creating strategies for the cultural and creative sectors within the public sector of Georgia. Currently he embarked on setting up his own creative enterprise Creative Strategies Lab (Founder and General Director). Kharatishvili has conducted evaluations, cultural policy reviews, projects and trainings, given speeches and advised governments and cultural operators in more than 15 countries around the world. He worked at the Ministry of Education, Science, Culture and Sport of Georgia in 2013-2021 as a deputy minister responsible for Culture and Creative Industries, Strategy Development and International Relations. His name is associated with elaboration and adoption of the first culture strategy document – Culture Strategy 2025 and its action plans. He is the co-author of the first Cultural Policy document as well as the first National Strategy and Roadmap for creative industries in Georgia. Context: The independent cultural sector has been impacted by several structural issues, especially in post-socialist countries. One of the many challenges is connected to introduction of functional funding mechanisms for culture and development of the general cultural policies in different countries that would allow them to rethink and readdress the urgent issues and ensure plurality of voices of the representatives of diverse cultural fields.
