You're getting stuck on two seperate issues:

First, the hang after starting the server. The fix: Check out the latest
and  greatest source from CVS -- this bug has been fixed.
Second, apache can't talk to mysql for some reason. Try these things

  1. Try running 'mysql obs'. Does it connect? If so, rerun
     install-db.pl -- something must've gotten screwed up in the
     process.
  2. If it does not connect, is your mysql server running? Mysql is somehow 
     misconfigured -- please check the mysql docs for troubleshooting
     tips.
