[obs-dev]Phew!

Ok, everything is running beautifully, so long as I am on a high-speed
connection. Is there any way to alter the bitrate that streams out of this
thing? It seems that if I change MaxBitrate in obs.conf to anything below
128, no stream goes to icecast @ all...
