The famous "broken windows" theory - that graffiti, broken windows,
litter, etc., lead to more serious crimes - led to the curbing of
crime in New York City.  In NYC, subway fare dodgers were arrested,
public urination was prosecuted, graffiti was scrubbed off subway
trains, and this all coincided with a precipitous drop off in crime.

Now the broken windows theory has been demonstrated experimentally:

A neat, orderly, law-abiding neighbourhood might well be the way to
discourage crime in general.  Just food for thought.
