All the state needs to do is prove that you probably should have known that the goods were stolen, which in the case of hoses, pots etc is pretty damn obvious. I would happily press charges against an Observatorian if they were stupid enough to buy something off one of these people that belonged to me. If nobody bought the stuff these criminals wouldn't steal it.
