perhaps one could measure individual performances by their results. criteria being number of arrests, visibility, reaction time, PR, etc,.. and this might even prompt them to strive even harder.
the negative aspects might be that by creating competition between them, the possibility of them undermining each other exists, as well as potential false arrests to score points.
