Is it the dog petition or the fabulous artist advert? (rhetorical question really) The dog petition I think is fine as it highlights a heinous crime. What would be an inappropriate posting would be one of those "send little Tommy a postcard before he dies of (insert your fave terminal illness) so he can make it in to the Guiness Book of records for the most postcards received. The fabulous artist I suspect inadvertently (we will give fab the benefit of the doubt here) posted the advert. If you do not like to hear from certain people I am sure your email client has filtering options so you never have to see those. The delete button also works well. And in cases of terminal ennui with the group, unsubscribing is the final solution. No one has been banned from this forum apart from obvious spammers who are of the most evil kind!
