I think many vagrants steal animals to make a quick buck..... In Observatory many Jack Russells have "disappeared"..... To me this *is* criminal......(....tho' I can also understand the need vagrants have to make a quick buck.....) Glad you didn't exchange money for the pup Jeanine(?), which just prompts further theft of animals.
You can phone either the Animal Welfare Services or the SPCA - both of whom will send a vehicle out to collect the pup.
