Every time I hear the expression "did not want to lay charges" my blood pressure goes even higher. How can we expect to get on top of crime if we don't punish those who do it? Woodstock SAPS, ONW, Vetus Schola will all bend over backwards to offer assistance in laying charges. I can only think that the citizens who will not do so are too damned apathetic and lazy.
