I have just unchained my dustbin and moved it no more than 3 m from where the chain was hanging on my gate. I loaded some rubbish in that took all of a minute and when I came to lock my bin up again the lock and chain were gone.
I chased down the road after two black males neither of whom seemed in the slightest perturbed - one had a bag - I did not challenge either/ There was no-one else around that I could see.
