I kindly request your assistance in assessing the situation regarding
Colleen Bester and Willie Crause re the Donne Street noise issue that came
up originally a year ago.
I have been monitoring the situation particularly from November onwards and
have spoken to both during past months.
There are two parts, building mattes and noise matters.  Building matters
are receiving its due attention, noise matters have improved in my
assessment.
He has applied for changes from Private Residential to General Residential
rezoning of a house he recently acquired.  This house was one of the two
houses which there were past building issues with, to which he opted to
plead guilty and paid R10,000.00 fine re each property.
He needs to find approval for this change from surrounding residents and to
clear the air as far as noise issues are concerned and needs to give
reply/submission to Council by Friday 29 July.
Basically problems have been dealt with, there are odd accounts of
disturbance but Willie monitors the properties via intercom, always makes
adjustments to suite.  The two of them now can chat or phone each other,
before it was no go.
However, Colleen is apparently still cautious and not readily wanting to
sign, others neighbours apparently are ok.
Willie has asked me/ONW to give a reference to Council, and I therefore need
to pay visits to both of them and a few neighbours in order to make an
impartial decision and recommendation.  I would like to have one other
person/ or more to assist me in this task, and will need to update you on
the various matters beforehand.
