A young lady was walking back to the Green Elephant after visiting relatives in Cook Street last night, 20 Septembr 2011 at 06.50.
While doing so an Observatory Armed Response vehicle pulled up alongside her in Polo Road, climbed out and with a bizarre face, approached her as if wanting to take hold of her. When she asked, what’s up, he got back into his vehicle and she continued up Polo and turned into Donne Street. Again the OAR members stopped his vehicle at the intersection of Polo and Donne Street, disembarked and walked hurriedly after her, at which point when he was nearby, she turned to face him. After asking her a question, and unprovoked by her, he gave her a huge smack to the side of her face with his flat hand, hurried back to his vehicle rather hastily, and drove off. She ran back to the residence she came from in Cook Street in bewilderment and shock. The matter was however reported to the police and a case was opened. Councilor Chapple on his way home came across the person’s family etc and alerted the ONW concerning the matter. ONW had since made contact with the accosted person, the SAPS PRO Sgt Malila for trauma counseling, the OAR representative as well as Rob Gaylard who has been trying well over a year, both with OAR and the security industry controlling association, re OAR accreditation as suppodely a lawful armed security provider. However, OAR is currently being taken over by the security company through whom the OAR response was usually provided through for an alarm activation. The new owner subsequently made an arrangement with Woodstock SAPS and the affected person to take the case matter further concerning the suspect security guard. The new OAR owner has been cooperative with the ONW in making some information available and in keeping me informed.
