Thanks for the advice James. Being that I was busy with other things, a plan to get him snatched by VS didn't cross my mind.
I's never seen him before, but he did seem to know the area, because he knew of the previous owners lived in the house. I say eccentric because he was wearing a red kilt & hippy/trance party attire. His dreads were fairly long, brown hair, in a pony tail, with back and sides cropped short. It was obvious to me that he's a drug addict and did not seem threatening because his appearance was frail.
