Apparently a request was made to keep Observatory's Council Parks open 24/7.

I urge the Observatory parks should remain closed over night time periods.

As a child, I played on all of these parks safely, but as time went buy, it
became a mess, a congregation of abusers, disturbance and a sleeping
quarters for many, not forgetting spent condoms, "Glass and Grass", places I
became to dislike and loathed to take my grandchildren to.
Today, thanks to concerned residents and friends of Observatory, our
children and residents have somewhere safe and clean to go to enjoy, and
free of charge.

I have on occasions, called the SAPS Woodstock to remove people from the
Arnold/Gordon Road park, wonderful educated residents of Gordon Road, who
were having great fun whistling and calling their dogs and playing ball at 2
am, while others are trying to sleep.  Sadly this happens when the gate is
irresponsibly left unlocked.

I however uphold the applicant's request for a Public amenity to be
available 24/7, on the basis that he or she has no place to relieve him or
herself of their natural body functions, other than at his/her own home, a
local shop, a restaurant or a club.
Sadly, Council was asked to have the toilet facility available 24/7 but
reply was given that Observatory must foot the bill for a caretaker during
the hours of 4 pm until 8 am the next day.  Apparently Council only covers
the public's need during weekdays 8 am until 4 pm.

 If any Council property should remain open 24/7 then it should be the
Public toilet in Station Road Observatory, so that half of the greater Cape
Town who come to Observatory to have a good night can find a place to
urinate, defecate, vomit and to be able to wash their hands afterwards,
other than carrying out such needs on our pavements, in the roads, against
the walls of residence and business alike, or into the pavement flower
boxes. Ample proof can be given in order to substantiate this statement.

To open the parks outright and during the night is strongly opposed and not
the right thing to go.
I therefore kindly appeal that the Observatory Council parks should be kept
under lock and key at night, as currently being undertaken.
