Dear Residents,

Another incident of theft has been reported just now from Oxford Road a few
houses from an incident just a week ago.

This time the owner came home, water running away, tap and 1 metre copper
pipe missing, they looking for the stop valve to turn off the water.

There are now 18 reported cases since June, Three this month and this is
most likely the tip of the iceberg as many residents do not report
incidents, thereby preventing counter measures and making Observatory happy
shopping grounds for these gentlemen. They do also come back to steal the
remainder of pipes.

The thieves operate mainly during the week in the afternoon and fewer in
the morning when people are at work and pretend the are gardeners, handymen
or whatever.
