Was this in Lower Scott near Baker?  If so I hazard a guess to connect the
perpetrator with the slum conditions currently being perpetrated by the
landlord on the residents on 2-16 Baker Street.  Two bed-roomed cottages
have been converted to 4 bedrooms by the expedient of simply putting a zinc
roof over the outside yard (no floor, just the bare earth/concrete) and
charging tenants 1500 per "room".  No surprise we have crime coming out of
that.

At Obsid we are working actively with council to bring this slumlord to
heel.  Legal processes take time but it is happening.
