Chatting to someone on the Main Road corner of Scott Road yesterday at
approx 2 am, a coloured male came rushing up Scott Road with about
two/three sections of garden hosepipe coiled over the arm fitted with
orange Gardena fittings, a pretty neat looking black garden spade in the
other hand, and a smallish bundled black bag with something inside it under
the one arm.  With anxious sweat running off the side of his lean face and
running into his neck, he called for a passing Taxi which first stormed
past him but then stopped a short distance past him.  The suspected thief,
clearly relieved in that the Taxi had stopped for him, jumped into the Taxi
and was ferried off towards Mowbray direction, relieved in a pilfer job
that paid off well for him.

The perp coloured male was tall & slender, wearing a faded dark blue T
shirt, greyish jeans and black shoes.  If an OPS foot patroler or SAPS
member was there on the spot where I was, and did not hesitate in making a
simple deduction, could have intercepted him to enquire
the rightful ownership of the items, and could have been instrumental in
either apprehending him or at least give the guy a good scare for his risk
of pilfering theft of small items off unsuspecting property owners in
Observatory.

Clearly the Main Road, with its constant load of Taxis passing through
Observatory and other suburbs, is a highway for a lot of petty crime
happening by day in Observatory, or in other suburbs.
