He joined the Western Cape Liquor Authority on the 1st of August 2012 from his previous position as Acting Municipal Manager for Bitou Municipality. An Economics and Law graduate, Giliomee has vast experience in financial management, business, labour law, personnel discipline and the implementation of turn-around strategies. Western Cape Minister of Finance, Economic Development and Tourism, Alan Winde said: "The Western Cape Government is determined to reduce alcohol abuse in our Province. The Liquor Authority is set to play a vital role in ensuring that we achieve this goal by getting traders to operate responsibly. When we came to power in 2009, we immediately drew up an Action Plan which included, as its first priority, the enactment of the Western Cape Liquor Act. We completed this process on 1 April 2012. The appointment of the CEO of the Liquor Authority was a further crucial step toward achieving our goal of reigning in the province's liquor industry. The Board and newly appointed CEO are in the process of appointing a fit-for-purpose team to lead the transformation of our liquor industry toward offering a responsible service to consumers" Chairperson of the board of the Western Cape Liquor Authority board, Mervyn Robert Burton, said: "We received a good amount of applications for this post. We are confident that Mr Giliomee is the best suited for the position as he brings with him personal and professional qualities that will drive the Western Cape Liquor Authority towards successful service delivery." Giliomee said: "My sleeves are rolled up and I am ready to do what it takes to steer the Western Cape Liquor Authority to clear waters."
