Just now (at about 4 p.m. on 16 November) heard a commotion outside my
house in *Cook St*. Ran out with my wife to investigate -- as did
neighbours. Passers-by had subdued a large. well-built man who had
attempted to steal a cellphone from a woman in the street. The women who
witnessed this started screaming -- hence the prompt response, The police
were phoned. In the meantime a passing ADT van stopped to render
assistance. The police van arrived and the suspect was apprehended -- was
seen climbing into the back of the van. Hopefully a charge has been laid.

I may be wrong, But I think the prompt response and willingness of
neighbours to run out and assist is partly a result of the awareness
generated by the Observatory Neighbourhood Watch.
