Hi I saw this same activity last week. Well dressed tall African - on cell phone ambling around corner of Grove and Cook streets.
Did not see the red Corsa but noticed it this afternoon. There has been an increase in this kind of activity the last few days - in fact on the corner of Scott and Polo using Cook street. He briefly disappeared to then drive down Cook Street in a red old model Opel Corsa with registration number CA 599 935, park, get out and walk down Grove street, get back in his car and drive off. Found a black refuse bag filled with about 8 small bank bags of dagga stuffed in the box in the ground. I called OBSID (Bulelani Ntloko) who responded and removed the contents.
