You could try contacting June Bradbury of the Cat Trapping and Sterilisation Network, but they trap the cat, sterilise it and put it back on the street if it’s a feral. She did that very successfully with a difficult cat in our area. But I’d say this sounds as if the cat is either on heat or has been dumped and is starving. I think you should feed it and then try to catch it and take it to the SPCA, or contact the SPCA for advice. A very scared and noisy cat has taken up residence in our outside basement. I've tried getting close to it but it's really freaked out by people and immediately retreats, hissing, further under our house. It's also really upsetting our cat and I would prefer to have it leave as soon as possible. It's black and white and looks quite young. As I said it's very noisy and it's obviously scared and lost. If you're missing your black and white cat or know someone who is, we live at 27 Oxford Road. It's just hanging around our outside corridor on the left, meowing away. I initially suspected it might have kittens but I can't hear anything and this cat looks young and quite skinny.
