Dear OBSID,

I'm interested to know what the Public Indecency bylaws are and what action 
can be taken when the laws are flouted. 

The reason for my question, is that each time I visit the Spar 
"afterhours"... before it closes in the evening, I have been confronted by 
men (not homeless types) urinating in public and other activities that keep 
these men "busy in their pants". On both occasions, I have alerted the 
OBSID guys, who seem to brush off this activity as "not threatening" or 
worth any further action and do nothing to move these people along or 
arrest them for public indecency.

Do the OBSID guys know what the public bylaws are and how to take action 
when they are broken?
