I hope this is an acceptable topic for this forum.

In the last few days there have been a couple of very loud house parties in 
Alfred Street. In both cases they didn't go on very late - by 11pm they 
were nearly silent, in one case after I had asked them to turn down the 
music. But leading up to that time they were really unpleasantly noisy, 
even for someone living several houses away. We have small children trying 
to sleep, as do many people in this part of the neighbourhood.
 
What is the protocol in these cases? Do house parties, like the nightclubs, 
need to keep their noise inside the property? Both of these had their music 
systems out in the garden. Can we call OPS if they don't respond to 
reasonable requests to turn it down?
