Their numbers decline sharply in Winter, but I recall driving over the N2 Liesbeeck bridge a few months ago and was disturbed to easily identify at least 5-6 separate settlements on both sides of the river, with a number of individuals washing themselves and clothes at one of the weirs. Is their not a municipal unit that specifically targets the formation of these informal settlements?
