Dear Bryan Please see below emails regarding the same Congolese homeless car guard who i think goes by the name of Martin, who parks cars in the Station Rd / James / Trill / Oxford Rd area at night.
He is known for his aggressive anti-social tendencies, trespassing on private property and suspicion of being involved in drug activities as well. We also doubt whether he is in possession of legitimate visa papers. Earlier last week he became aggressive and abusive with the new owners of 8b James Rd and on Friday night I caught him moving the blocks on my driveway in front of my garages, presumably with the intention of inviting cars to park there - which he has done in the past. He became aggressive and started shouting at me and when I phoned the SAPS patrol vehicle he disappeared very quickly. I strongly suggest that this man be monitored for his suspicious behaviour and be checked for valid visa documents. kind regards Stan van Rensburg 3 James Street -----Original Message----- From: Stan - African Buzz Scooter [mailto:[email protected]] Sent: 19 March 2015 07:46 AM To: Brian Amery Coo Cc: Charl. I think that this is the same man, but he has shorter hair now 2 months later, so I can't be sure. He is central or West-African, very dark complexion, stocky medium build, speaks rapid English with a French-African accent and is very aggressive and confrontational. He parks cars in James and Station Rds and is based by the Kiddies Park area. Last night at about 9:30pm I confronted him because he was moving the bricks in front of my garages at 3 James and offering parking to car drivers here and he became extremely aggressive with me. I came out later to observe his activity and noticed that in addition to parking cars, he appears to be involved with drug dealing as well, because he appeared to stashing and retrieving small hidden objects from the ground amongst the parked vehicles in james Rd and then disappearing quickly around the corner into Trill Rd, while looking around suspiciously up and down the roads. I find this man's behaviour to be threatening and his activity highly suspicious and questionable and I strongly suggest that he be monitored concerned Stan van Rensburg -----Original Message----- From: Brian Amery Coo [mailto:[email protected]] Sent: 15 January 2015 04:24 PM To: Stan - African Buzz Scooter Cc: Justin Ashley; Charl Brooks; Ivor Manuel Subject: Re: PROBLEMATIC OBS CAR GUARD Thanks Stan We will do as you say Brian On Thu, Jan 15, 2015 at 2:24 PM, Stan - African Buzz Scooter <[email protected]> wrote: Dear Bryan & Justin, There is a homeless foreign man, of very dark complexion, short & stocky build, with a Rastafarian-type head-cloth, who has been working in the James, Station & Trill Rd as a self-appointed car guard by night for at least a year, and who has become known as a regular trouble-maker in Obs. Mr Manuel is most likely familiar with the man. At one point he had a cardboard shelter behind the Obs swimming pool. I recently reported him for trespassing on a neighbouring property and it would now seem that he has taken to removing the blocks that I place on my driveway (to prevent casual parking) late at night and invites local bar and club patrons to illegally park on this part of our properties and possibly charge a fee, as well. His disposition switches quite easily from appearing humble and needy, to aggressive and confrontational. Several residents in our road are aware of the anti-social element that he brings, as well as the suspicion of the possibility of his knowledge of vehicle-breaking activity in the neighbourhood, amongst others. I strongly suggest that this man be checked for valid visa documents & be kept an eye on.
