Whilst waiting on the corner of Arnold and Scott yesterday just after 1pm, I was able to observe the behaviour of motorists. The intersection is a three-way stop. Of the 21 vehicles that drove by, *TWO* stopped. Alas, The OBSID/OPS van was one of the other 19.
