I just witnessed a guy get out of VW polo with a reg no CA 616 294 in Bowden
Road take a white packet out from under his number plate and do something in
his boot with it and then put something back under his number plate. I do not
really want to get involved but though I would report it here. He was a black
male, well built in fashionable clothes
