Hi, noting the few previous concerns and comments, my Tuppence worth -
hoping not to digress and in not yet having read the latest Obslife for
myself, the following
In the past or current , by day and even worse at night, I have been irked
by persons standing in the middle of Station or Lower Main Road etc, near
stopping me en route to my home, in order for me to turn my vehicle into
the car guard's identified legal or illegal parking slot, and them not
really wanting to budge off the roadway or to step aside for me to continue
on my journey. Also, for the car guard to stand at my vehicle door and
literally request and expect to be paid, as he saw me from a distance
parking my car, and upon my leaving comes to exact a payment, is very
annoying. Knowing not all of them do this, the few that doesn't, still
expect to be paid or make you feel you are doing them in if not paying
them. I regard this as 'A Hand Down and Not a Hand Up, (term coined by Rob
Gaylard)" approach, similar as the many Obs pavement beggars or swindlers
doing their thing.
However, if not mistaken and recalled from a chat with Constable Berry, that
- Council has apparently engaged some time ago - in a process
- to train up persons to do car guarding in a non threatening and
polite manner,
- trained within the ambit of some road sense and parking do's and
don'ts,
- issued those with ID's which they have to display,
- may receive payment for their 'task' and sense of basic security.
- if not equipped with such an ID to do car guarding, is illegal.
- perpetrators can be removed by SAPS, their 'bibs' removed and held but
returned to them later upon request at the Charge Office.
- was often done by Const. Berry,
- done by some Sect 1 Vehicle shift members while on patrol.
- is in principle a Metro By-Law matter, and thus persons can be removed
or fined by Metro.
- can not be removed or challenged by OBSID, but to observe their
actions and to report them to SAPS or Metro.
However, by 1 Feb 2016, OBSID apparently employ two Metro Law Enforcement
Special members, contracted from Metro and paid by Obsid, to remove such
illegal car guards, and to address many other Obs issues.
Per the concerns and questions, I think that if OBSID in association with
local business owners/managers, select from a short list of car guarding
applicants, applicants screened by SAPS, regularly confirmed by CTDC for
being drug free, trained via Council or Metro or a private accredited
institution, approved by the OCA, managed in association with the Obs
Business Association and an 'Obs Volunteer Brigade' adopted by the public
and paid a basic wage via participating businesses and sponsors, can uplift
'Some' destitute persons and put them on good footing, and as such, after a
trial period and a good track record etc, those be employed in a more
responsible manner within Obs business or public sector.
