My understanding is that if a noise is disturbing you inside your home, you
have grounds for complaint.
Henk is the expert on noise issues in Obs, having battled the difficulty of
being affected by unreasonable loud neighbours for many years.
It is not easy to curtail completely but careful action does help!

It is true that on calling 'the noise police', there is a first warning they
issue and then if it occurs again, a fine procedure is imposed as stated by
James.
The struggle is that people are reluctant to call authorities and then fail
to record the trail of abuse so when it comes to a formal hearing on an
issue by authorities, there tends to be a lack of evidence, so the abuse
continues.
There needs to be some support available so people do actually take action
and set the protocol clear, that neighbours cant simply do what ever they
like!
People have to limit their noise and sound proof their venues if they make
noise.
Private parties can be very inconsiderate since they do not have a licence
to protect and on hot nights keep all their windows and doors open. Party
goers also tend to arrive and leave with loud music in their cars.
I know someone who resorted to heavy hosepipe spray into the windows of a
next door house after midnight and at some of these noise polluting cars
with open windows, in a desperate attempt to get them to grasp that not only
sound travels across and over the boundary, but this may not be encouraged
at this time of water restrictions! (Legal advice is also worth being
consulted before reacting with this level of frustration!)
There needs to be a good code that when people plan a special event they
should notify neighbours and even then the level of noise and the duration
should be limited.

In the last few days there have been a couple of very loud house
parties in Alfred Street. In both cases they didn't go on very late
- by 11pm they were nearly silent, in one case after I had asked
them to turn down the music. But leading up to that time they were

away. We have small children trying to sleep, as do many people in
