The unfenced strip at the pool is used by criminals to access and escape from our neighborhood. 2. The City is planning to fence off the parking area around the pool anyway citing vehicle security and visitor safety as their main concerns. 3. This would leave a small gap (5-10m) between the parking area and the vibercrete fence along the boundary of the neighboring residence. It is our intention (OBSID, OCA and ONW) to fence of this gap with allowance for a pedestrian access gate that can be locked at night or be fitted with some other means of access control for residents and pedestrian commuters. The preferred solution will have to be identified in consultation with the community. 4. The existing fence securing the circus boundary is disintegrating and will likely become the new access point when the swimming pool frontage is secured. We are therefore recommending that this section of the fence also be upgraded at the same time. We welcome any other comments and feedback on this issue. Tauriq Jenkins and I are members of the Ward Committee representing Observatory; I have a particular mandate for the ‘Safety and Security’ portfolio. The meeting was chaired by our Councillor, Paddy Chapel, and was attended by representatives of Observatory, Mowbray, Rosebank, Walmer Estate and Salt River. This is not a full record of the meeting, just a few points to note: 1. The Woodstock Community Police Forum is not presently functioning following the withdrawal and resignation of all the community representatives, as a consequence of the ongoing dispute regarding the SPS responsiveness. The Woodstock SAPS is not in compliance with the legal requirement to have a properly constituted CPF. A letter has been sent to the Provincial Police Department. However, the relationship with the officers on the ground remains good. 2. Cllr Chapel will take up the issue of the OBSID law enforcement officers only being on duty during the day, rather than at night then they are needed. Likewise with the Metro Traffic Police, who are never around to ticket improperly parked cars on a Wednesday or Friday night. 3. Paddy’s 2017/18 budget becomes available from the 1st of July, after which he expects the Metro Police Cameras that he has requested to be installed. The one designated for Obs will be in Strubens Road. Some questions remain about who will have access to the LPR data. 4. Everyone has a problem with taxis either using one-way streets incorrectly or driving recklessly. Paddy has a plan. 5. The vests and equipment from the City for the Neighbourhood Watch’s are still expected. 6. Now is the time to start to formulate proposals for the 2018/19 budget. Requests for fencing of the Circus site, Swimming Pool car park and PRASA rail reserve will be considered if presented. Possibility of upgrading the street / public lighting on the LMR strip between Station Road and Norwich Ave also discussed. This could involve the participation / co-operation of the businesses / properly owners in this area. 7. The City has initiated a Community Based Supplier Program to use local suppliers for contracts under the value of R30,000. Particular focus on companies that can provide cleaning a waste removal services, catering, laundry and hygiene, are cleaning and general maintenance. Local firms are urged to register on the supplier database. 8. The Provincial Government has issued a press statement about amendments to the Liquor Act. I will circulate this once I have it in digital format. The intention seems appropriate, but we have questions around how this will be enforced.
