I see two things: apply funding to the problem; and/or apply infrastructure (we do have aome very large computers that call themselves national infrastructure lurking about in Australia). If you're in a position to influence in either (or some other way, noting that OSGeo and all the other projects are well aware of commercial cloud providers and the risks involved) - please get in contact directly with OSL by 14 May (see details in the OSL article).
