configfs and debugfs are generic modules. As in, not specific to ocfs2.
SLES9 and RHEL4 did not ship these modules. However, both SLES10 and
RHEL5 do. (Well they are typically in-built with the kernel and not
shipped as modules.)

The OCFS2 build process detects the distro and skips the builds if
the modules are not required.
