*Job Description:  Java Architect*

   - Work with project management team and business unit in the requirements
   gathering process to determine high level designs for CUSTOMER  system
   - Responsible for providing high level systems design; this includes
   specifying the component packaged and custom applications, class diagrams,
   sequence diagrams, activity diagrams, etc.
   - Architecting all security aspects of the system, including encryption
   of data at rest and in transit, enforcing separation of duties, and auditing
   functions.
   - Coding and designing low level design of more complex features
   - Communicating risks and issues to project management and agency
   - Using and enforcing best practices across the development team
   - Ensuring proper use of current technical resources for completion of
   project
   - Conduct code reviews of the system being developed
   - The Technical Architect may be asked to perform duties listed above for
   other projects during the time of the engagement**

*SCOPE OF SERVICES  *

New York City's Conflicts of Interest Board (CUSTOMER ) currently
administers and collects financial disclosure questionnaires from about
8,000 elected officials, agency heads, managers and other staff.
Disclosures are distributed and collected each year, and are currently held
for 7 years.

Members of the public are able to review portions of the disclosures
at the CUSTOMER
 offices for any filer.

The Electronic Financial Disclosures (EFD) application allows for secure
online financial disclosure submissions, administrative functions and
reports on the filing process, and the ability for members of the public to
review the public portions of individual disclosure submissions.  Future
phases will allow the CUSTOMER  to perform querying and analytics against
the disclosure data.

We require Technical Lead/Architect with the following responsibilities:

   - Work with project management team and business unit in the requirements

The resources will be responsible for the following deliverables:

   - All documentation regarding system design
      - Detailed System Architecture Diagram
      - Data-flow Diagram
      - Class Diagrams
      - Activity and State Diagrams
      - Component Diagrams
      - Deployment Diagrams
      - Configurations
   - Modules for the system written in Java
   - Use cases and misuse cases for handoff to QA team

*MANDATORY SKILLS/EXPERIENCE ***

   - A minimum of 8 years experience in Java/J2EE development for
   large-scale enterprise applications;
   - Experience architecting complex large scale systems incorporating
   packaged and custom applications
   - At least 4 years of experience in Hibernate and Spring
   - Strong experience with relational databases preferably Oracle
   - Must have experience in architecting secure applications with complex
   security requirements
      - Minimizing trusted roles, i.e., implementing and enforcing
      separation of duties for system, database, and security administrators
      - Synchronous & asynchronous encryption, and key management
   - Strong knowledge of UML
   - Java experience a must
   - Web development experience
      - JSP
      - STRUTS
      - Servlets
   - Experience managing development teams
   - Excellent oral and written communication skills are required;
   - Strong XML knowledge
   - Experience with AJAX, DHTML, JavaScript, CSS;
   - Strong Knowledge of BEA Weblogic, UNIX, Solaris, and Linux
   - Ability to plan technical architecture and develop documentation;
   - Solid knowledge of testing tools and techniques;**

*DESIRABLE SKILLS/EXPERIENCE*

   - A Bachelors or Masters degree in MIS, Computer Science, or equivalent
   experience is desired;
   - Experienced with formal SDLCs and business analysis methodologies;
   Working knowledge of business analysis documentation standards;
   - Experience using standard project tools including Microsoft Project,
   Excel, and PowerPoint;
   - Excellent oral and written communication skills and the ability to
   clearly articulate to all project members and stakeholders; must be a team
   player who works well with technical and non-technical resources;
   - Must take initiative, be a decisive decision-maker and show confidence
   in decisions made;
   - Must be able to take strategic direction from executive management and
   participate in strategic planning activities throughout the lifetime of the
   project;
   - Must be able to see tasks through to completion without significant
   guidance.
   - Must be able to provide documentation on their work.

         Must have strong verbal skills to communicate with non-technical
resources.
