*Description:*

The NC Department of Puplic Instructions (DPI) is seeking as short term
(approx. 6 month) contractor to provide database management services for The
Common Education Data Analysis and Reporting System (CEDARS). CEDARS will be
the first state level education data warehouse in North Carolina. It will
collect data from roughly 23 systems of original entry and feed them into
databases designed for both Operational and Longitudinal analysis. The
position will be the primary Database Developer for the CEDARS Data
Warehouse and Reporting Project and will require strong analysis and some
light DBA skills. As such, the candidate will be charged with understanding
how data is mapped from source systems, through the Extraction Transform
Load (ETL) process, to the data warehouse. Additionally, the candidate is
expected to understand how data maps from source systems to the various DPI
reports are generated from the data warehouse. The candidate will be the key
resource that DPI will depend upon to coordinate data structural changes
with the CEDARS data warehouse vendor, including but not limited to the
addition of new data fields from existing and new source systems, deletion
of data fields from the data warehouse, and changes to the format of data
fields in the data warehouse. Finally, this candidate will support the
modification of existing CEDARS reports and the creation of new reports to
meet end user business needs.

*Key Responsibilities include, but are not limited to:*
• Data Warehousing schema and concepts
• Extraction Transform Load (ETL) processing
• Database-to-Enterprise Service Bus (ESB) integration
• Database design and Database modeling
• Creation of data marts
• Connectivity of database infrastructure to other system components &
applications
• Report Writing preferably with experience using Oracle Business
Intelligence Enterprise Edition (OBIEE) tools.
• Database Performance Analysis and database performance tuning,
particularly for Data Warehouse database configurations.
• SQL tuning.



*Knowledge, Skills, and Abilities Requirements:*

*Required Skills*:

• Minimum 3 years experience working with Oracle databases serving as a data
analyst, data integrator, or DBA in a large-scale corporate or government
environment.
• Minimum 3 years experience using Oracle PL/SQL.
• Minimum 2 years experience using Oracle Stats Packs, TKProf, explain
plans, and Enterprise Manager to identify database performance problems and
knowledge of how to apply findings to initiate corrective action.
• Familiarity with Linux utilities that relate to database performance (e.g.
SAR, IOSTAT, etc) with an ability to interpret the data and take corrective
action to improve performance.
• Ability to recommend practical strategies to reduce data bottlenecks,
improve the efficiency of data flows and ETL processes, and improve database
and application performance.
• Experience designing databases with built-in referential integrity.
• Knowledge of database security best practices.

*Preferred*:
. Experience with UNIX and Windows server administration.
. Scripting skills using UNIX shell, Perl, and DOS batch
. AS/400 skills
. DB2 experience
. XML messaging
. Knowledge of NC Statewide Technical Architecture
. Experience working with applications hosted by NC ITS



Minimum Training and Experience Requirements:
• A four (4) year degree in a technical field is required; Computer Science
or Engineering is preferred with a minimum of 7 years of IT experience with
large, complex applications, using a variety of distributed platforms
connected through one or more middleware technologies.
