Chinese support for OCRopus would be great. In terms of how to contribute: OCRopus is very modular. If you want to develop Chinese support, the thing to do is to develop a line recognizer--a recognizer that takes the image of a text line (horizontal or vertical) and returns either a Unicode string or a recognition lattice.
Starting with 0.4, you'll be able to build Chinese support based on the line recognizer that is already there; but there are many other useful and possible approaches.
