The best way is to open an issue report in the bug tracker and attach a Mercurial change bundle to that as an attachment. That's the best way of ensuring that someone will look at it. Please also watch the issue in case there are questions about it.
In addition, you can also send a message to the mailing list (or me) to alert me to it.
