OCRopus 0.4 doesn't use Tesseract at all. There is an add-on that we're working on called ocrotess, but it uses OCRopus image I/O.
So, you probably don't need to build Tesseract with libtiff support. However, Tesseract uses Leptonica, and Leptonica may require libtiff support.
