I think that the need for tesseract and leptonica may depend on exactly what 
you need to do. 

You can definitely build ocropus without tesseract or leptonica.

I don't have a lot of experience with building ocropus on fedora 11 - I've 
mostly been working on getting iulib into shape. Also, my packaging skills are 
pretty much non-existent, so I'm not going to be able to help much there.
