You should just be able to say "scons lept=1" on the command line.

I hope that in OCRopus 0.5, we can handle this as a dynamically
loadable plug-in.

The Leptonica code also has a number of limitations; we're hoping we
can address those with a new method that should become part of 0.5 and
doesn't have any external dependencies.
