Unfortunately not... Google App Engine doesn't support Numpy or SciPy, two packages heavily used by OCRopus. Also, OCRopus uses native code for some compute-intensive loops. We're hoping that medium term, Google will come up with some solution.
What you can do is run OCRopus as a SOAP or REST server on some machine and then invoke it from AppEngine or even Apps Script.
