Hi,
I downloaded some packages for Octave from
http://octave.sourceforge.net/packages.html
On my Octave's screen I went to the directory where I
downloaded the packages into and typed
pkg install pakage_name.tar.gz
but got the following error:

I don't know what the above means. Does it have anything to do with the fact
that I have Windows Vista on my laptop? I installed all the packages I wanted
to for Octave on my PC without a problem (Windows XP) but it does not seem to
be working on my laptop. I see the error message mentions cygwin, do I need to
install cygwin on my laptop (I do have cigwin on my desktop)? I had cygwin on
my laptop several months ago but I uninstall.
I'll appreciate your help with this.
