For the moment, this is not possible. OctaveDE is in alpha stage and only provided as a technology preview. The octave project is not directly responsible for OctaveDE. It is only bundled in the binary package for convenience. To get support for OctaveDE, see the SF.net project page at http://sourceforge.net/projects/octavede. OTOH, when you start the non-GUI version of octave, then you can control the command prompt appearance by clicking on the icon in the upper-left corner and using "Properties" item.
