Honestly, I cannot remember the details, so I'm not sure of the
difference, but yes there is a difference. In the near future we will
have to redesign the web site such that it can easily be updated when a
single package is released. Currently, we only update the pages when we
make a release of all packages.

The web pages are very tied to the release process. Unfortunately, the
release process is just broken (you can read about the actual process in
'admin/release.sh'), and needs to be redesigned. When we do this, we'll
also have to rethink the web page layout. I'm working on this, but
things are going quite slowly do to personal issues. The plan is,
however, to have a new release system ready for Octave-Forge by the time
Octave 3.2 is released.
