Hi All

I just noticed that our implementation of the Heaviside function [1] in
the 'specfun' package returns NaN at zero. Is that really the best thing
to do? This is really a definition issue, but isn't it more common to
let

   H (0) = 0.5

? We could possibly add an optional input argument that sets the value
of H (0).

Thoughts?
